Coyote terrorizes west Boca Raton communities, snatches dogs

Residents in a west Boca Raton community are on edge after a coyote has been terrorizing their neighborhood, snatching people's pets in broad daylight.

Robert Bernhardt, president of the homeowners association at Timberwalk, told Local 10 News that it has been an ongoing problem, and it doesn't seem to be getting any better.

Bernhardt said several residents called, emailed and visited him after another resident had her small dog snatched from its leash by a coyote while they were out on a walk Tuesday morning.

"The coyote came from that direction, circled us once and grabbed her by the neck (while) she was on a leash," Jill Putney told Local 10 News. "It had a pretty strong hold on her and somehow the latch got loose, and the coyote took off with my dog."

A neighbor heard the screams of others who witnessed the attack and ran after the coyote, which had the dog in its mouth. Chris Lowenthal followed the coyote across a road, through thorny bushes and over a fence before the coyote dropped the dog.

"The second time when it dropped (the dog) and I was able to pick it up -- the dog -- I  had a firm grip on the dog and it wouldn't give it back," Lowenthal told Local 10.

Lowenthal said the coyote followed him back to the neighbor.

"He carried the dog back to me, and in tow was the coyote," Putney said. "(It) came back, clawing on his back."

Neighbors helped scare off the coyote.

The 10-pound dog was taken to a veterinarian and will have to be placed under quarantine once the dog recovers.

Bernhardt shared emails from concerned residents who want something done to stop the coyote.

"Any plans on getting this coyote removed?" one resident wrote. "I'm petrified to go out of the house. It seems to not even care if it's light or dark out."

Another resident expressed concern for the children who live in the neighborhood.

"I am aware this isn't the first time they have been around Timberwalk, but this is the first time they have attacked," the resident wrote. "I am worried the next time may not be a pet but a small child."

Shana Graves told the South Florida SunSentinel that she and her boyfriend were walking their dog in the Boca Winds community when a coyote came from behind, snatched their 4-year-old Yorkshire terrier mix, Lola, and scurried away.

A Florida Fish and Wildlife Conservation Commission spokeswoman said residents can take certain steps to help deter the coyote from returning.

"Make loud noises. Keep the food out of the coyote's accessibility," Liz Barraco said. "That's what's really going to prevent them from being here."

Bernhardt said a trapper has been summoned to try to capture the coyote.

Funeral held Tuesday for teen killed in I-75 crash

A funeral was held Tuesday for a 17-year-old who was among two killed in a crash on Interstate 75 last week.

Liza Angulo died Thursday night after her white BMW was involved in a four-vehicle collision in the southbound lanes near the exit to Pines Boulevard.

The sudden loss of Angulo rocked the community, especially those who knew her well. She graduated from American Heritage High School just a few weeks ago.

Family and friends were tearful and comforting each other outside of Saint David's Catholic Church in Davie.

Dozens attended the funeral to say their final goodbyes.

Angulo was known by her classmates as kind and intelligent. She was an honor student and editor of the school yearbook. Friends said she was getting ready to start classes at the University of Miami.

The Florida Highway Patrol said the fatal crash happened about 11:30 p.m. Thursday. A tractor-trailer was pulling out of a construction site near Pines Boulevard carrying concrete barrier walls when a Mitsubishi struck the side of the trailer and drove under it. The roof ripped open and the car ended up hitting a wall. Inside that car was Jonathan Astaphan, 29, who died at the scene, and Patricia Rolle, 25, who suffered serious injuries.

Troopers said Rolle was released from the hospital Monday and is at home recovering with her family by her side.

The crash remains under investigation, and it's unclear whether any charges will be filed.

Man fatally shot while mowing yard in Miami Gardens

A man was killed in a shooting outside a home in Miami Gardens on Tuesday, police said.

The shooting was reported about at 12:30 p.m. at 17630 NW 14th Ave.

Neighbors said Curtis Smith, 61, was mowing his front lawn when he was ambushed by two men for his jewelry.

They said the Smith ran back to his drive-way but didn't make it inside his home.

Neighbors said the Smith works as a respiratory therapist at Jackson Memorial  Hospital, and Tuesday was his day off.

A neighbor captured the attack on surveillance video, which detectives are reviewing.

Police are still searching for the armed robbers.

Anyone with information about the shooting is asked to call police.

Decision to be made whether Canadian diplomat's son should be released from jail

A decision is due on whether the teenage son of a prominent Canadian diplomat should be released on bond pending trial on murder charges.

Marc Wabafiyebazu, 15, faces felony murder and other charges as an adult in a March 30 shootout that killed his older brother and another teenager. Police said the shootout happened after the Wabafiyebazu brothers tried to rob marijuana dealers.

Wabafiyebazu is the son of Roxanne Dube, Canada's consul general in Miami.

During a hearing last week, Dube said her son is innocent.

"Marc is the son that every parent would want to have," Dube said. "He is a good boy. He never had any issues whatsoever with behavior in school."

Dube said that if her son is released, she will ensure he remains in the United States and attends all required legal proceedings.

Wabafiyebazu has pleaded not guilty.

Miami-Dade County Judge Teresa Pooler is expected to announce her decision Wednesday.

Broward County substitute teacher accused of having sex with at least 8 students

A Broward County judge raised a substitute teacher's bond to $805,000 Wednesday during a hearing regarding a third student who claimed to have a sexual relationship with him.

Sunrise police said Tuesday that Carlos Rojas Paz, 25, faces five additional charges of sexual battery on a minor.

Rojas Paz was initially arrested last Thursday on seven counts, and a second girl came forward Monday, which led to six more charges.

During Wednesday's hearing, the state said five more victims have come forward.

Police said Rojas Paz was teaching a health and wellness class at Boyd H. Anderson High School in 2014 when the most recent victim injured her shin while training for track and field.

According to the police report, Rojas Paz asked the girl for her cellphone number so that he could help her "with the treatment of her shin splints." He recommended massages to relieve the pain, and "their relationship became more overtly sexual in nature" over time.

Rojas Paz often communicated with the girl via a chat application on their phones after the massages, telling her that he was "sexually aroused by giving her massages and that he desired to do things sexually to her," the report said.

Eventually, the girl grew uncomfortable with the massage sessions and quit attending them, leading Rojas Paz to contact her and ask if she was OK, the report said. The girl told police that she believed that Rojas Paz was concerned that she would tell someone about their relationship.

In April, Rojas Paz continued communicating with the teen and led her to believe that they were having an exclusive relationship, the report said.

Last month, Rojas Paz picked up the girl and took her to his apartment, where they had sex, the report said.

Their relationship finally came to an end after a condom broke during sex, leading them to be concerned about the girl possibly becoming pregnant, the report said.

An arrest report pertaining to the first victim said Rojas Paz met with the 17-year-old girl daily during football practice, where she assisted him with injured players.

Police said the couple would go to Rojas Paz's apartment afterward to have sex.

According to the report, the victim's father grew suspicious about the excessive time she supposedly spent at the school and confronted Rojas Paz, who denied the relationship.

Police said the girl agreed to contract Rojas Paz via KIK messenger, where they exchanged flirtatious messages, and he admitted to having sex with her.

The second victim that came forward told police she met the teacher in May 2014 and said he gave her a ride home. She claimed Rojas Paz would pull her out of her classes and take her to an empty classroom to kiss and touch her inappropriately.

Police said the victim met Rojas Paz several times outside of school where they had sexual intercourse.

Broward County Public Schools spokeswoman Tracy Clark released a statement last week stating, "The individual was registered as a substitute teacher for the District and, through Broward Health, served as an athletic trainer.  Immediately upon notification from law enforcement regarding his arrest, the District barred him from working in our schools.  The District continues to work with law enforcement officials regarding their investigation."

Man chokes, punches taxi cab driver during robbery

Broward Sheriff's Office detectives are trying to identify a man who choked and punched a taxi cab driver during a robbery near Fort Lauderdale.

The May 9 incident was captured on the taxi's security camera.

BSO spokeswoman Gina Carter said Jean Paul Roosevelt was driving his taxi early in the morning near Northwest 31st Avenue when he picked up the unidentified man. The man began to argue with Roosevelt and demanded that the driver give him his money and phone.

The man then grabbed a seat belt and began to choke Roosevelt while the car was still in motion, Carter said.

"He tried to go like this, bend me down and tried to kick me out...I feel I'm almost dead," Roosevelt said.

Roosevelt's attacker then climbed on top of him and repeatedly punched him in the face.

Carter said Roosevelt was able to stop the car at a Marathon gas station on Sunrise Boulevard, where the man ran off with Roosevelt's phone.

Roosevelt was treated at the scene.

Anyone with information about the crime is asked to call detectives at 954-493-TIPS.

Trapper on hunt for west Boca Raton coyotes

A wildfire trapper with Bandit Wildlife Management is on the hunt for several coyotes that have been terrorizing residents and pets in a west Boca Raton neighborhood.

Residents in the area have reported several attacks and encounters with the animals in recent weeks. 

One dog was killed over the weekend and a second was snatched in broad daylight from its leash while walking with its owner Tuesday. 

Those incidents and several others have been reported in the Timberwalk community and surrounding neighborhoods around Ponderosa Drive.

The wildlife trapper is disguising and baiting numerous traps with frozen chicken in an effort to catch the animals.

Residents said that although the animals are usually easily frightened, the coyotes have become more bold and aggressive, stalking people at night and now during the day. 

They said a decline in the area's duck and stray cat population might be a reason for the uptick in encounters.

Wildlife specialists said male coyotes typically cover a 40-square-mile territory. 

The trapper told Local 10 News that he will work with the Florida Fish and Wildlife Conservation Commission and local wildlife sanctuaries to try to relocate the animals once they are captured.

He admitted that they might be humanely euthanized, given their aggressive behavior and how comfortable they've become around people.

Deputy throws woman around room after refusing to give her tampon

Broward County sheriff's correctional deputies battered and bruised Audra West while she was held in jail last year. The question is: was the beating necessary to restrain West or was it handed out by a deputy who wanted to teach her a lesson?

West, a tourist from Texas, admits she cursed at Deputy Kristin Connelly about 10 hours after she was arrested on disorderly conduct and resisting arrest charges at the Elbo Room on Fort Lauderdale Beach, where she had too much to drink.

West said she began menstruating while wearing nothing but her jail jumpsuit and asked for a tampon. When Connelly told her to ask nicely, West did, but Connelly still refused (the jail doesn't give out tampons, only sanitary pads). That's when West told Connelly, "(expletive) you."

A newly-released video shows what happened next. Connelly, standing behind a desk, begins putting on latex gloves and approaches West. Deputy Henry Lawrence tries to block Connelly from getting to West. A witness also seen in the video, an inmate who spoke with Local 10 on condition her name not be used, testified that Lawrence told his fellow deputy, "Don't do it, don't do it." But Connelly gets past Lawrence and the moment she snaps on the second glove, she snatches West from her chair and begins to wrench her across the room.

"She grabbed the girl and starting swinging her back and forth," said the witness. "I'm sitting there and I'm just in shock."

"Did (West) do anything physically to provoke this?" Local 10 News investigative reporter Bob Norman asked her.

"No, nothing," the witness said.

After she is thrown across the room, West turns back to Connelly and fights back, a move West's attorney, Gary Kollin, said was instinct.

"It's only human nature to defend herself," Kollin said.

Connelly and Lawrence push West onto a desk and then onto the floor, where Connelly controls her and pushes West into a small changing/strip search room. Deputies Joyce Johnson and Dorothy Jenkins immediately follow her inside the room, which is not equipped with a video camera, and the door is closed. West is escorted out by Connelly and Johnson about 3 1/2 minutes later. West suffers the brunt of her injuries -- a badly blackened eye and bruises about her body -- while inside the room.

"I was on the floor on my stomach and (Connelly) punched me on this side of the face," said West. "And I was being kicked and stepped on from behind, and she was punching me in the face. She punched me in the eye several times."

The internal affairs investigative file that the Broward Sheriff's Office released to West's attorney indicates that the only report initially filed on the incident by deputies was an "inmate disciplinary report," done by Johnson for West, who complained of being attacked by Connelly and the other deputies. In it, Johnson wrote that West refused to enter the dressing room to change into a different-colored North Broward Detention Center uniform and was verbally disruptive.

"When Deputy Connelly attempted to escort West, she attacked Connelly," wrote Johnson.

The file indicates that Connelly wrote nothing about the incident. Six days later, West filed an internal affairs complaint against Connelly and the other deputies, and the BSO began an investigation. The following day, Connelly filed a probable cause affidavit filing criminal charges against West, alleging she had assaulted her and resisted arrest. She alleged suffered a facial injury and skinned knees in the altercation, injuries she failed to report at the time.

After reviewing the case, assistant state attorney Mark Horn declined to officially file the case against West.

"This attorney has viewed photos of the defendant and the video supplied by internal affairs," wrote Horn in his report. "In viewing the video, I did not see where Audra West presented a physical threat to the deputy before being forcefully dragged out of her chair into a room with four other deputies, where Audra West was allegedly beaten."

In the affidavit, Connelly recounted West cursing and requesting a tampon.

"I informed inmate West that she could not have a tampon, but I could get her a sanitary pad, and she stated '(expletive) you,'" Connelly wrote.

Connelly wrote that she ordered West to go into the dressing room to change uniforms and wrote that West "crossed her legs in defiance."

"I stood up from the intake desk and walked towards inmate West in order to escort her to the intake dressing room but she continued to be belligerent and uncooperative," West wrote. "I ordered inmate West to stand up and walk into the dressing room but she again refused to comply. I pulled the right sleeve of inmate West's uniform in an attempt to have her walk to the dressing room but she continued to refuse so I grabbed the right sleeve of her uniform shirt and lifted her from the chair. Once on her feet, inmate West was able to turn and face me. I attempted to turn her around by using my right hand and grabbing her right shoulder area then using my left hand to her left arm and was able to turn her away from me."

The video, however, appears to show Connelly pulling her up and throwing her forward, or as Horn noted, "forcefully dragging" her forward, with little to no warning. Connelly claims that once West was inside the room she managed to turn over and try to kick her. While restraining her, Connelly admitted to "striking (West) with a closed right fist two times to the left side of the face."

Johnson also wrote a complete report after West filed the internal affairs investigation that very closely resembled Connelly's version of what had happened. She wrote in the report that she punched West in the ribs in order to gain her compliance. However, Jenkins, who was in the room the entire time, said she never witnessed West get struck by deputies before she was restrained. It doesn't appear the internal investigation addressed that contradiction.

After viewing the video, Florida Atlantic University criminology professor Jeanne Stinchcomb, who specializes in jails, said it appeared to her that Connelly's use of force was improper. While BSO policy demands that all use of force be reasonable and necessary, Stinchcomb said Connelly's abrupt use of force on a sitting and non-threatening West didn't appear to be either.

"She grabbed her with pretty aggressive force," said Stinchcomb. "Minimally, she should be counseled and retrained, not only for the benefit of that particular officer, but also to send a message that that won't be tolerated in this organization."

However, the BSO fully exonerated Connelly of using excessive force and found the allegation of conduct unbecoming of an employee unfounded. Sheriff Scott Israel refused an interview request, but the BSO issued a written statement from him.

"The Professional Standards Committee (PSC), which is made up of a mix of BSO employees and private citizens, reviewed the video and entire IA file and recommended no discipline for all three employees," Israel wrote. "The PSC determined the actions taken were within the policy."

The witness, who gave a sworn statement in the internal investigation, said she felt BSO should have held the deputy accountable.

"I still don't feel like it was right for the deputy to pick her up and throw her around," she said. "It's sad to know that the deputy was exonerated, but that's the America that we live in."

West, whose attorney said he is preparing a civil lawsuit in the case, hadn't seen the video until Wednesday. She said it was difficult to see and voiced disappointment about the outcome of the investigation.

"I'm outraged about it. I cannot believe they got away with that," she said. "It's not fair that they can do that and just turn a blind eye to it. I told everyone in the jail about it and no one cared. It was like it happens all the time."

Petting zoo animals found in 'horrible' conditions in Davie

Davie police, along with Animal Recovery Mission investigators, said an anonymous tip led them to at least 25 petting zoo animals found in horrible condition.

Investigators showed up to a farm off Southwest 39th Street, where they said they found ponies, pigs and goats among other animals starving and with next to no water.

The owner of the animals, who ARMS officials said rents them out on the weekends for parties, is under investigation, and authorities are working to determine whether or not the animals will be seized.

The owner rents the property from Walter Mears.

Mears defended the man, saying the animals are old and said the complaints lacked any real merit.

No charges have been filed as Davie police continue to search the property and evaluate the animals.

Man's badly decomposed body found off Big Coppitt Key

Monroe County sheriff's detectives are investigating after a man's body was found Wednesday off Big Coppitt Key.

The body was found in the Florida Bay by a fisherman who reported it to the Florida Fish and Wildlife Conservation Commission just after 1 p.m., sheriff's spokeswoman Becky Herrin said.

Herrin said the body was badly decomposed.

An autopsy will be conducted to determine the man's identity and how he died.

10-year-old boy shot while riding bicycle in Miami

A 10-year-old boy was taken to a hospital after being shot Wednesday night in Miami.

Miami police said the boy was shot in the leg while riding his bicycle to the basketball courts at 1415 NW 63rd St.

Investigators said three assailants walked up to the basketball courts and began shooting into the crowd.

The boy was taken to Jackson Memorial Hospital's Ryder Trauma Center. He was listed in stable condition.

Detectives aren't sure who was the intended target. A motive for the shooting is also unknown.

Police are still searching for the shooters.

Jeb Bush to announce candidacy June 15 in Miami

Jeb Bush will officially announce he is running for president on June 15, formalizing his high profile campaign that has been ramping up all year amid a growing 2016 Republican field seeking the nomination.

The former Florida governor, who until now has toured the country as a prospective presidential candidate, will drop all pretense and launch his campaign at the Miami Dade College Kendall Campus.

Since making his presidential intentions clear at the end of 2014, Bush has been seen as the top prospect to win his party's nomination and has spent the last months before his campaign launch raking in cash from the GOP establishment's top donors. However, he has yet to breakthrough as his party's frontrunner, as many have seen his Miami neighbor Sen. Marco Rubio rising in the polls.

Bush teased the official announcement on Twitter on Thursday morning with a "Coming soon..." tweet that linked to a jebannouncement.com, where his supporters were prompted to sign up to get a chance to register to attend the event. The website is funded by "Jeb 2016, Inc."

"He's ready," a Bush aide told CNN.

The location at Miami Dade College is no surprise for a candidate who has made education one of his central policy goals throughout his career and leading into his presidential run. The college is the largest in the state of Florida.

The campaign is also launching from Bush's home city, roots he'll be counting on as he competes with his fellow Floridian, Rubio, for the title of favorite son in the state's GOP primary.

Lately, it's looked like Rubio will be Bush's top competition. Rubio claimed the top spot in the latest CNN/ORC poll released this week that puts Rubio at 14 percent.

Bush came in second with a virtual tie at 13 percent and the rest of the pack close behind as Wisconsin Gov. Scott Walker, also seen as a top prospect, and former Arkansas Gov. Mike Huckabee both snagged 10 percent in the poll.

The growing field has made it difficult for any candidate -- not just Bush -- to run away with the lead. Former Texas Gov. Rick Perry will become the tenth declared candidate on the Republican side Thursday, and this week Louisiana Gov. Bobby Jindal scheduled plans to announce a presidential bid June 24.

Bush also faces an uphill climb to a first primary win in the early states, particularly in Iowa, where the state's heavily conservative Republican caucus-goers are questioning Bush's conservative credentials.

That's because Bush's positions on a couple of key issues haven't sat well with his party's conservative base. Bush stands alone among the 2016 field with his support of the Common Core educational standards that have come to be a key litmus test among conservatives.

Bush, who is fluent in Spanish and whose wife is Mexican, also voiced support for immigration reform that includes giving illegal immigrants a path to legal status -- still a tough sell for many Republicans.

Bush's ties to the Latino community though would play well in the general election, where Latinos will be a key voting block to win over in forging a path to victory.

It's a family tradition for Bush, who is following in the footsteps of his father, George W. Bush, and brother, George H.W. Bush.

Crash closes all lanes of southbound U.S. Highway 1 in southwest Miami-Dade County

A crash prompted the closure of all southbound lanes of U.S. Highway 1 in Miami.

The crash happened on U.S. 1 near Southwest 168th Street.

According to the Florida Highway Patrol, three cars were involved in the crash.

One person was airlifted to a hospital in serious condition.

To avoid traffic, drivers are urged to take Southwest 102nd Avenue or Florida's Turnpike.

Woman inspired by movie uses honey to swallow 54 cocaine pellets, investigators say

A South Florida woman spent five days in a hospital passing drug pellets filled with almost 1.5 pounds of cocaine, federal investigators said.

Regis Walker, 28, of Pembroke Pines, was returning to the United States from Jamaica last Thursday when U.S. Customs and Border Protection agents took her aside at Fort Lauderdale-Hollywood International Airport for an interview and baggage search.

ALSO: Dania Elementary teacher accused of smuggling marijuana

Walker agreed to an X-ray, which showed she was carrying drug pellets inside her body, investigators said.

Court documents show Walker told investigators she used honey to help swallow the 54 pellets, an idea she got while watching the movie "The Mule."

Walker was arrested on suspicion of smuggling cocaine.

She'll remain in jail at least until a bond hearing next week.

Father, son poisoned by carbon monoxide in Miami

A father and son are being treated for carbon monoxide poisoning after they left a generator running at their home, Miami Department of Fire-Rescue Capt. Ignatius Carroll said.

The boy and his father were operating a generator inside a two-story duplex on Northwest 51st Street.

When firefighters arrived, they found the father and son outside, Carroll said.

The son began to regain consciousness and was taken to a hospital, while his father was treated at the scene.

Carroll said the home didn't have any electricity, so the father and son were using a generator.

A-Rod cousin sentenced in South Florida steroids probe

A cousin of New York Yankees slugger Alex Rodriguez who was the star's longtime personal assistant was sentenced to seven months in prison Thursday in a federal steroids probe.

Yuri Sucart, 53, was facing multiple drug charges when he accepted a plea deal with prosecutors stemming from the probe into steroids provided to athletes through a South Florida clinic.

A Miami federal judge also sentenced Sucart to one year of supervised release and six months of house arrest. He must also pay a $5,000 fine and a $100 special assessment.

Sucart must surrender by 2 p.m. Friday.

Seven other people, including former Biogenesis of America clinic owner Anthony Bosch, have previously pleaded guilty and received sentences ranging from probation to four years in prison.

Major League Baseball's investigation into use of banned substances linked to Biogenesis resulted in the suspensions of 14 players, including Rodriguez for all of last season.

A-Rod is back with the Yankees this year primarily as designated hitter.

Man who led police on chase through Broward County facing multiple charges

A man who led multiple police departments on a chase through Broward County on Wednesday is facing multiple charges.

Lenord Henley, 32, faces charges of grant theft auto, driving with a suspended license, aggravated fleeing and eluding and reckless driving. In addition, Henley was arrested on a Broward Sheriff's Office warrant for attempted first-degree murder and possession of a firearm by a convicted felon.

According to police, a Fort Lauderdale police officer attempted to pull Henley over shortly after 3 p.m. after being alerted that the 2005 white Scion tC he was driving was reported stolen. 

Police said the stolen vehicle was also used in a homicide in Fort Pierce, although the murder suspect is already in custody.

Police followed Henley to the 1700 block of Northwest 8th Avenue, where officers said he stopped briefly to let a woman out of the car.

The woman was taken into custody, questioned and then released.

The police chase continued onto Interstate 95 and ended at 2744 NW 6th Street in Pompano Beach, where numerous officers ordered Henley out of the vehicle at gunpoint.

Sky 10 was over the scene as an officer pulled Henley out of the vehicle, placed him on the ground with the help of other officers and took him into custody.

Dwyane Wade attends Western High graduation

Students at Western High will have an amazing graduation story to tell.

Thursday night, Miami Heat star Dwyane Wade tweeted a selfie at Western's graduation held at Nova Southeastern University.

Wade wrote, "Dreams do come true.  #WadetoWestern was a hashtag that this young lady Negeen started last July to get me to come to her graduation... and BOOM we just did that. #Wade'sWorldFoundation #AllergicToNo."

Faculty members say Negeen Fallahzadeh also wrote Wade letters requesting he speak at the ceremony. She thought the Heat star had sent in a video with a message, until he walked out on stage. 

"The reason I'm here is all about persistence," Wade told the crowd. "It's all about never giving up, it's about believing in yourself and believing in your dreams." 

Wade has done similar random acts of kindness in the past, such as attending high school proms.

The Heat star will be joining ABC's coverage of the NBA Finals for Games 2 and 3.

New rules to establish no-fishing zone at Biscayne National Park

The National Park Service will be putting new rules into effect to stop overfishing at Biscayne National Park.

A new general management plan will be revealed Friday, intended to start reversing the decline with new rules for visitors that will, for the first time, include a no-fishing marine reserve.

The 10,500-acre reserve will be off limits to fishing for all but lionfish.

Park officials said more than 70 percent of 17 species' numbers are down, while anchors, traps lines and heavy boat traffic have crushed corals and raked seagrass meadows. Only 6 percent of coral reefs remain. In 2014, the park lost 96 percent of its remaining endangered elkhorn coral.

The plan is not expected to formally go into effect until at least next year.

Rape suspect lashes out during court hearing Thursday

A 20-year-old man accused of orchestrating a November 2013 gang rape of a teenage girl at a Hollywood home is expected to head to trial.

Jayvon Woolfork was in court Thursday to hear a plea deal offered by the state.

"You need to make a decision about whether or not you want to accept the state’s plea offer of 15 years in prison followed by five years of sex offender probation prior to the victim giving her deposition to your lawyer," the judge told Woolfork.

The judge said once the victim gives her deposition, the state will take away its offer.

"I wanna tell you something. Let me tell you something," Woolfork said, interrupting the judge. "Where's the DNA at? What evidence do you have?"

The judge said prosecutor Maria Schneider claimed that Woolfork gave a statement admitting that he had intercourse with the victim.

"Hold on now, she said she was raped," Woolfork responded. "Where's the evidence showing that she was raped? Where's that evidence at?"

"I have a couple of audio and videotapes that show that she was being beaten profusely while being told she needed to perform sexual acts on him," Schneider said.

"Yo, where is the facts that she said she was held down and raped? Where the (expletive) is the evidence at?" Woolfork said.

"Judge, we're clearly going to trial," Schneider responded.

"Alright, cool then," Woolfork said.

Two men and two 17-year-old girls accepted plea deals in the case and received sentences of two to four years in prison.

Police said the group lured the victim to Woolfork's home, then beat and raped her while recording the incident.

Woolfork's attorney has requested a mental evaluation of his client.

Woolfork faces life in prison if convicted by a jury.
