Miami-Dade police said an officer was forced to fire upon a car when the driver almost ran him over.
The incident happened at SW 79th Avenue and Bird Road on Sunday evening.
Police said a customer's credit card was declined at Best Buy.
Employees worried that the card was stolen called police.
"The officer attempted to talk to him and make contact with him... that's when the individual decided to flee on foot," said Alvaro Zabaleta with Miami-Dade police.
"I just saw some guy running," said witness Christopher Lozano.
Police said the man ran out of the store and an officer chased him through the parking lot. A car then picked him up.
"In an attempt to assist the buddy in getting away from the officer, that's when they attempted to strike the officer with the vehicle," said Zabaleta.
The officer fired at the car but did not hit anyone.
Backup units stopped the car a short time later outside Tropical Park.
"The cops just rushed in," said Lozano.
A fourth man was arrested after he tried walking away, said police.
All four men -- Dooby Gedeon, Terril Washington, Jessica Malebranche, and Tramine Beard -- were arrested.
It's unclear what charges they will face.
