More elected officials living outside districts

A Local 10 investigation finds more election officials who appear to be living outside their districts -- which is in violation of the Florida Constitution.

Bob Norman recently caught up with Broward County Commissioner Dale Holness.

"Where do you live?" Norman asked Holness.

"I live at -- my home? Is at 2630," Holness answered, referring to 2630 NW 52nd Avenue in Lauderhill.

Holness owns several low-rent units in Lauderhill, including that one.

"Nobody lives there," said Herbert Fray, a handyman who tends the yards there.

The unit had furniture stacked to the ceiling and the refrigerator door was wide open. There was also a lock box on the door knob like the ones used by realtors.

"Well, sir, we went to that home and there's no way you live there. Do you live in your district?" asked Norman.

"I do," Holness replied, then left the hallway.

"If you don't meet the minimum requirements, which is residency, then we have a problem," said campaign manager Willis Howard.

Local 10's investigation previously found Florida House Minority Leader Perry Thurston and State Rep. Jared Moskowitz at homes outside their districts, despite both claiming they live elsewhere.

"You should be part of the fabric of the community," said former North Miami Mayor Kevin Burns.

Burns, one of Howard's clients, claims in a lawsuit that recently elected Mayor Lucie Tondreau violated the city's one year residency rule. Tondreau said she lived with another family apart from her children at a home near Northwest 128th Terrace and 10th Avenue.

"We do not believe that she ever moved in there," said Burns.

Norman saw Tondreau last week at city hall.

"Have you lived in the city for a year before you were elected?" he asked her.

"Of course, that's why I was qualified to run for office," she answered. "Not one room. I have no time to listen to people that are crying because they have lost an election, all right?"

"This is rampant within the South Florida community," said Burns.

Part three of Local 10's investigation airs at 11 p.m. Wednesday.
